Staten måtte godkjenne pengebruken i 118 kommuner på begynnelsen av 2000-tallet. Nå er det bare 17 igjen på lista. I Halden er sju magre år endelig over.

Siden 2012 har kommunen han leder vært på den svært lite populære Robek-lista – et register over norske kommuner i økonomisk ubalanse der staten må godkjenne budsjett og nye lån.
Det har vært sju magre år.
Men kommunen med 31.000 innbyggere har betalt ned gjelda på 286 millioner. Til sommeren strykes den offisielt fra Robek-lista og blir herre i eget hus.
Nå viser det seg at Østfold-kommunen er en del av en større trend.
I toppåret 2004 var 118 kommuner under statlig styring. Ved nyttår var tallet 17. Bare de siste to årene har 30 kommuner kommet seg på beina igjen.
– Vi antar at den samme utviklingen fortsetter og tallet blir enda lavere i år, sier statssekretær Lars Jacob Hiim i Kommunal- og moderniseringsdepartementet.
